You guys should come play on red, if only for the sake of balance. Don't uneven population ratios bother your neuroticisms? Like how the volume always has to be a prime number, and you have to end on the proper foot when going down a set of stairs.

Server transfers, blue to red, one-way, for limited time, no bullshit stipulations. It really is the only thing that will shake up the dead, one guild server that red is. There are plenty of people with a geared 60s to spare on blue that might very well see all the benefits to EQ PvP. But its not going to happen if you insist they grind up through the griefers (mostly solo) so they can join the guild that has no competition anyway.
Anyone who thinks killing someone with half their stats and far less guild support is an accomplishment, should really play a game of League of Legends or DotA. See how elite they feel when the playing field is level with a respectable competitive player pool.

I'd suggest they play HoN so they get all that and keep the grief.

They should just prevent new characters from being made on blue, until things even out.

Wipe both servers, don't bring blue back.

That's how you fix the US economy not how you fix P99.

The problem with red is that 95% of the players (so 95 people) are massive tools.
