That is pretty regular exp for bard kiting at that level, Especially for a halfling. at 50+ it is considerably harder and bard dots alone don't cut it for AEing mobs down in BW/skyfire unless you want to spent a shit ton of time. That's why its better to hope the people your PLing have AE spells and your low hp kiter can run them in a line through multiple AE's each pass. Upheaval works great for clerics/druids etc, Wizards/mages are best probably. After OT, It takes a lot of dmg to kill the mobs in the higher zones. But again, Low HP kiting guarantees a bard can keep all his dots on the swarm at once with next to no downtime.
lvl 2 chords 32/tick, lvl 18 denons 38/tick, lvl 48 chords 68/tick(2 ticks, others are 3) for starters, maybe even toss in some chants of flame/frost if you have the spare time. Still though, thats how much dmg/tick it does vs standing still/feared mobs not running.
