Noticed the race restrictions on these seem to be off:

Should be usable by all EXCEPT large races (Bar, Trl, Ogr);

Noticed some Trolls running around in Kylong Gauntlets this afternoon.

Hmm, did you ask them? Initially these weren't correctly restricted for Trolls, but it was eventually patched. However, anyone still wearing them, who didn't die or take them off, could still be wearing Kylong armor.
