Hybrid Damage Cap Formula
 
Seems to be a bit off:

A warrior at level 22 can hit for 80ish with 200 strength and a 25 damage weapon (this is how I remember it, but all classes could do this with the appropriate weapon/strength)

A Pal/SK at level 50 can hit for 90ish with 200 strength and a 25 damage weapon

I remember the damage cap being completely removed in the 20's, but it's still in force on hybrids (Touch is level 34 and cannot hit over 74 damage with 255 strength and a 21 damage weapon)

I too recall level 10 being a huge increase in dmg cap (before that, 2h twink weapons were pointless) and level 20 the cap is ompletely removed, for any class.

This is still in, all classes are capped at 20 damage max until level 10, then 40 damage max until 20. After 20 though the damage cap should be lifted on everyone.

As it stands now even a 30+ shaman is damage capped using Naggy hammer, which makes the hammer trash

Damage caps existed after level 20, supposedly. Most players never had the gear/buffs to reach those caps, so I was told. A super-twink might conceivably reach that point. I'm afraid I cannot provide specifics, as none of MY characters ever had sufficient gear to reach said caps if they did in fact exist. Perhaps another poster can provide more information.

The lower-level damage caps aren't perfect, but they're close enough to be deemed satisfactory. Case in point, at level 5 on P1999 I could hit for a max of 12 with a 6-damage weapon. On live that would have provided a 13 damage max hit. I don't deem that a significant enough difference to matter. I also recollect that my wife's Cleric traditionally had a slightly reduced cap relative to my Paladin, but it's been so long that I can't remember the specifics with any clarity. Anyway, point being, if the lower level damage caps aren't quite 100% spot-on, it's fair to assume that additional damage caps may not be exactly correct either.

Now, you note that the cap on P1999 seems to affect hybrids much more heavily than it affects Warriors. This perhaps bears some looking in to, but on Live, certainly, hybrids did have a more strict damage formula than pure melees had (changing this was part of the later hybrid class rebalancing).

I've noticed that it is extremely strength dependent here, instead of only increasing your chance to get a max hit, it actually raises your max hit significantly.

On a 50 rogue with a 13 damage piercer and 255 strength (higher then classic cap, I gained like 3 extra damage/swing just going from 251-255 strength) I normal hit for 63 and backstab for 285

I've seen buffed monks quad punch for 61 and kick in the high 100's before level 50

Does their still seem to be a problem with hybrid/melee damage caps? Or has this issue been explained/resolved?

Still not working right. At level 24 with a 9 damage weapon, my bard is still capped at 18 for a max hit - the same max value he had at level 1.

This is a major issue, worthy of a priority response.
