Can't you just use a nec. to charm foreman for OT hammer? Thats what I did, not sure if it works for everyone but it did for an agnostic human bard.

Well I'm a bard and I tried two or three times to charm him and never was successful but at the same time i'm quite terrible.. But i'll give it another try and see if it works.
