Bard songs shouldn't be affected by level restrictions
 

As a Bard I've been unable to play Selo's song of Travel if I have a sub 46 character targeted - even if they're ungrouped. I believe this is an unintended side effect of the level restriction nerf. All group buffs should be able to be cast regardless of who the caster has targeted.
