Lukas Hergo West Karana

NPC Lukas Hergo shouldn't be spawning - implemented with the newbie armor quests.
In addition, Rocthar Bekesna, the evil warrior GM in the Qeynos Catacombs, still has a lot of the text responses involved with the newbie armor quests.

Fixed, pending update.

-Lukas set to 0% spawn.
-Rocthar won't discuss tasks for young warriors.
