Probably because of the names of dlls in the package. Typically you don't get system files in a zip.

Any sane person wouldnt download a zip file containing these types of files but we can assume we trust the P99 staff not to wrap a virus or a script in to the patch files...

It's just a feature that doesn't recognize the file. There isn't anything wrong with the file it's just a safeguard. It says might be dangerous not that it is. The same thing came up for me.
