Project 1999 - Quest Issue: Plane of Sky quest items not upgraded until 4 months into Velious

"Bumping" the original (now closed) thread on this subject with the smoking gun.

I was wrong. While the quest items in the Plane of Sky were indeed adjusted a long while ago, it turns out that they were not patched until a few weeks ago.

His first post also indicates that the quests had to be completed again to receive the upgraded items; there were no exchanges.
