NRO Vendors not selling Translocate spells
 

Neither of them have the Translocate spells for sale.

Translocate (to bind) was available on launch. The rest of the TL spells did not show up until around June 2001.

Correct, we found this out too, researched separately. TL spells were added later into Velious.
