Thurgadin Guards
 

The multiple guards that you see to your left as you cross the first bridge in Thurgadin are able to be cast on and seem to be permarooted. I am unsure if one can access this area with conventional means but I would certainly think this is bugged in some way. They can still damage you should you get close enough and could be charmed to attack one another as well.

They are archers/casters, you can get to them, just not from the entrance.
