Jewelcrafting confusion... ><

I was trying to work on JC earlier today and I noticed on the wiki that some items have stats and when I craft them, they don't..... like :

the one I craft doesn't have the +2 STA. Am I missing something?

Did you enchant the metal first with a enchanter?

I just started playing again about 2 weeks ago. I stopped playing after Omens of War. Im a bit lost and I have to admit I never did jewelcrafting on my main back then.
