Server list displaying incorrect population numbers

Project 1999 Blue is showing about 1400 players on the server list and on the front page, but /who all count shows 1027.

People sit at character select. I'm not sure 373 people are at char select, but maybe they are.

The numbers have been unusually high since the last patch so I'm pretty sure it's related.
