Faction: Steel Warriors guild in South Qeynos
 

These NPCs including Grahan Rothgar are supposed to be on primary Steel Warriors faction, however they all appear to be on Qeynos guard faction. This is preventing people with the correct factions from being able to do the hero bracer quest.

This was fixed a while ago.
