Where does a Barbarian Shaman go to buy spells?
 

Basically, do they have to go aaaaaaall the way back to Halas/Everfrost for spells, or will they be accepted in the Troll/Ogre Shaman guilds? If not, is there an easy way to raise either factions?

You pretty much either have to get an evil race to buy them for you in Grobb/Oggok or you have to go back to Halas/WK.

The troll at the hand "was" selling to barbs a couple months ago not sure about now.

i remember the 2 hour round trip from lake of ill omen to halaas and back to get my level 29 spells

The hand merchant has sold to all of my characters good or evil, makes Ivandyr's Hoop a lot easier. That merchant only sells dots though.

You might be able to buy crossover spells like the healing line / sow at rivervale, or hastes at the FP enchanter guild, for example. Exclusively shaman stuff will require friends or running if you're on the east side of the world.

It doesn't take too long.
Buy a port to Toxx forest, take boat from Erudin to Queynos.

30 to 45 minutes if you're lucky with the boat :)

Shaman have SoW. Just port to NK and hoof it!
