ok new question. where is that wisp island.. and isn;t there a quest involving lightstones for plats??? like you turn them in somewhere??

North Karana is the answer to both of those questions. Wisps that drop the light stones and the Gypsie circle to turn them in (although that is more plat rewarding than exp).

can evil do this?

And yes, there is a separate location where evil classes can do this.

I thought there used to be a gypsy camp in Oasis where evils could turn in lightstones. Could be wrong tho.
