...but exactly what is "rustle"? I've searched the threads and tried to glean its meaning from the context in which it is used, but I still can't figure it out.

This is an example of lowlevel rustle which is stirred up merely by the word rustle.
Furthermore when you propose the question "You rustled?" It's undeniable power will prompt your target to respond with near certainty confirming rustle or lack thereof.

Once, maybe twice a month a word rises from the ashes. Last month was "rustled". This month we predict a heavy "crootin" usage.

It's also used regardless if the other person is actually 'rustled':
