Casting tree form over Form of Hunter results in no tree illusion

Druid with Form of Hunter appears as wolf, cast tree form and the wolf illusion drops, appearance returns to halfling (no tree is seen).

might need to say what zone. tree form seems to work in some zones and not others.

tried free form first without the form of the hunter and it worked?
