Click spell effect items cancel Abilities in progress
 

Using an ability, such as Bind Wound or Intimidate, followed by a click effect item will cancel the previous ability in progress.

I have tested this with the Celestial Fists, as well as with the Shrunken Goblin Skull Earring, and both times produced the cancellation.

Not sure if this is intended but I do not remember it being this way on live. I know people use the Shrunken Goblin Skull Earring for spell CD negation, but did not think that it also applied to regular abilities as well.
