After remembering a bug fix made by Rogean, where you can now trade items to bankers (made due to LoS's epic ToV rot loot feeding to bankers), it triggered something in my memory.

Assistant Kiolna in High Keep shouldn't be a part of the SoulFire quest. The Key should go directly to Bank Clerk Jaylin. It is even mentioned on the Allakhazam page:

Infact the assistant NPC should not even exist until 2003:

The quest is fixed again. I just turned in the key. Right next to the banker in HHK they added a new npc named Kiolna. Turn in the key to this npc and you'll recieve the note.

In summary:

Remove NPC Assistant Kiolna (never classic)
Quest will always be turn H. K. 102 in to Bank Clerk Jaylin for the a Sealed Note

<3 classic mechanics.

Can't find the post, but Nilbog and Rogean said that the assistant should be removed once the bankers got fixed.

After killing her, her factions are as follows:

Neg to Merchants of Highpass
Neg to Highpass Guards
Neg to Carson McCabe

The first is the primary faction usually so she should be on Merchants of Highpass?

Merchants being first makes me think that her primary faction should be merchants as well.
