Watchman's Boots - Broken?

Perhaps one of my favorite and most memorable quests from Classic, alas seems broken.

Bilbis Briar is supposed to despawn every morning at 6-7am , giving a chance for watchman dexlin to spawn. Bilbis however is stubborn and does not despawn.

Right now the quest does work (done it about 5 times) but it is buggy.

how do you get him to spawn or Bilbis to despawn then?

Just have to check everytime the zone is reset (such as after patch day). He has been there more often than not (infact one time I did the hand in, he depopped, and on the next spawn, it was the watchman again).

Fixed Day/Night. And the spawn points should be a non-issue with some of the changes I've made.
