Much like the problems people have had with other quests in Felwithe recently, when I try to turn in the "A Sealed Letter" to Tolkar Parlone, he gives it back and I'm prompted with the message, "Tolkar Parlone will not accept this item." Faction is kindly and he responds to the correct dialogue: "Hail" and "Daughter?")

Quest is working correctly, just tested. You likely got juked with one of 21 other "A Sealed Letter".
