So i was exploring splitpaw cause I had never been down there, and when I dropped into the water and switched to my torch of alna, this staff was in my hands

Looks like some kind of velious staff

Iirc it's pop and it happens when someone equips a torch underwater.

this works for smoldering brand or any torch-type weapon when underwater

the graphic it turns into was actually used for an item later on in eq

That graphic is the Scepter of Al'Kabor, given out as an artifact during the GM events leading up to the release of Luclin.
