NPC INNKEEPER and Tolon Nurbyte

Hello Im having trouble locating the Innkeeper at the golden rooster Inn, at Highkeep, Also Tolon nurbyte. ive asked druids to track him but he has never been up.

Tolon spawns in Northern Felwithe.
