Yesterday's underdogs are todays self-serving rule-lawyers.
Prohibiting people from engaging a raid force without a raid force, the Nirgon quote, all that stuff is utterly blue.

Nirgon's entire agenda is to put rules in place that would stop someone from attacking a raid force unless the opposing team has equal numbers to contest.
Of course Empire plans to continue recruiting so no one will have equal numbers, he wants anyone hit with attacking his raid to catch "Disrupting a Zone"
His Ultimate goal is to farm the shit out of velious for the first six months until Empire has such a gear advantage they can shut down the server just like Nihilum did at Kunark launch.
Of course Empire has zero intentions of following these rules themselves they like to play the perfect "Teachers Pet" to GM's but every engagement we have had with Empire over the past two weeks was opened by them with massive and blatant training.
