This page documents that on 4/17/2001 the gem requirement was removed:

Removed Gem component from the following spells. They will now only require the metal components. These are the Enchant spells for making cultural armor.
Enchant Velium
Enchant Mithril
Enchant Adamantite
Enchant Steel
Enchant Brellium

Being that Kunark was released 4/24/2000, this change would have been 358 days after the launch. Given P99's launch of 3/25/2011, we are 1554 days after launch.... or 1196 days late on this patch.

Please update ASAP so I can finish my crafting :)

Velious needs to be out first then ~5months later this change.

this was just recently made this way on this server, because these changes didn't happen until after Velious. it's not going to be reverted.

Can we plz have an update on this now that Velious is out??
