Wiki says he'll "finally" give you one, alla says about 3 times, has anyone tried this quest on here?

I was porting a guy today for this quest and he did get the bracer, so it works. He said it took 12 or 13 turn ins.

Confirmed a guildie got it today.

Any idea how many tries?

I did this quest 12 times before i got my bracer.
