Who starts off not KOS in Kael?
 

I know Agnostic Ogres aren't KOS in Kael. I presume Rallos-worshipping Ogres are liked even more.

Do Rallos-worshipping trolls start off non-KOS in Kael?

Killing Goblin Whelps in BBM can fix that. My Elf warrior was RZ and I learned quickly that the guards didn't like me. I killed probably 50ish goblins over a couple of hours and got to either high dubious or indifferent.
