What faction do I need to turn this in? I am currently Kindly and when I Hail the turn in mob, he gives me all the quest dialog. Am I safe to turn in?

According to the wiki guide, you need Ally faction for the Breastplate/Leggings, but kindly faction will work for everything else.

Got Leg and arms at kindly

I did all my silk at Warmly. Well, not all pieces but the 2 and a couple MQs.

If he speaks with you about the quest, then you are safe.

I did one at warmly for future reference.

Warmly is higher than Kindly. For the Dorfs you just need Kindly for Armor. Have done 3 turn ins so far on Kindly.
