It's time to sunset Red99 *Please stay on topic*
 
1. The staff does not want to run two PvP servers because Red is already lower population and has more per-capita pissing, moaning and petitionquesting than blue.

2. A defining feature of Project 1999 is character permanence, not ruleset permanence.

3. Rogean has already proposed moving the most populous guild on Red to Blue.

4. The dominant guild on Red has self-selected a Blue state for the Red server.

5. Rogean has resorted to non-classic content tuning to address this guild's actions.

Conclusion: It's time to sunset Red by permanently copying all characters to Blue. The involuntary modification of ruleset is classic as this is what happened on Tallon and Vallon Zek when item loot was removed.

One of the major roadblocks to Teams99 is the awkwardness of merging it eventually with the much-older Red99. It would turn Teams99 into little more than an opportunity to farm manastones, since teams characters would be merged with a server that had a head start of four years of Kunark plus Velious.

The age of the current Red server is closer to the age of the Blue server than it would be to any new server. Since Red has decided to act Blue, let them continue on the Blue server so that a new teams server can have its own history without the threat of being merged into a six-year-old server and having Teams characters rendered obsolete.

Technical problem:

I don't have enough character slots on my accounts for my red and blue to be merged.

This could be addressed in a similar way to character names. Since most character names are likely already in use on blue, a character would have to be added to Red names such as "x" or an asterisk. The same could be done for all Red login accounts so that they become a separate account from your Blue account.

You think teams is just going to be anything but an even more well defined zerg fest? Think about it: one team dominates the rest high end, pvpers then have 2 choices: make a new char and level to 60 or continue to fight the losing battle. As much as I like the idea and would probably play teams I think it will hemorrhage players faster once an established guild has been made than red has in the past. Or worse people will all just only play certain races to be on the zerg team and there will officially be no pvp to be had lol.

Let's call this the Vallon Zek Dilemma. Anybody who never played on Vallon Zek doesn't have a clue. On Tallon Zek, evil team won. On Sullon Zek, for obvious reasons, evil team won. On Vallon Zek, the light alliance won. Only through the vehicle of soft-coded teams was anything other than an assured win for evil team possible.

But Rogean has no experience with teams PvP so he thinks "out of range healing ... that's bad. Teams should be hardcoded." And apparently 90% of the people who play Red99 are ex-Sullon. The overwhelming majority of players here want the ruleset to hold their hand and pick their friends for them instead of having to negotiate alliances like we did on Vallon Zek.

To sum up the Vallon Zek Dilemma: Only through the vehicle of soft-coded teams is anything but an overwhelming victory for evil team possible. Maybe most Red99 players want hard-coded teams because they hope Teams99 ends up a blue oasis like Red99.

This is WoW PvP. Just my opinion, but I'll pass. I'm hoping for a city-based ruleset with more team options as opposed to fewer. Thanks for the on-topic replies!
