does this require PoG faction? i went on a pog raid on my enc and fucked her faction.
if it does, is the mob charmable?

Are you KoS even with faction spell?

Three kills in PoG brings you to KoS.

If you already went on a raid you're hosed and can never do this quest.

These factions can never be repaired after ruining them. It's wise for enchanters not to EXP in these zones for safe travel/quest purposes. Velketors trash is fine but you can't take the faction hit from Velks himself.

Wiki claims its level 65 so no.

I'm not familiar with this one in particular but I don't think any of the quest NPCs are 58 for Dictate.

Don't worry though, the Insidious Halo is basically the same item.

Look up some of the quests in WL. You might be able to fix the faction there by charming the turn in guys. Maybe try this one http://wiki.project1999.com/Dolvak%27s_Report

Who knows how many times you will need to do it.. probably a ton.

Tunarean Court is the faction for the fairy creatures in Wakening Lands.

Guardians of Tunare is the Plane of Growth faction. It has no way of being increased and every mob is a -500 hit. If you kill 3 you're KoS forever, and it can never be fixed. Ever.

Really a bad design in an MMO. I never liked the idea of permanent changes to your character that could be negative, especially when you had no idea that it was permanent and the change was so extreme back in the day. KoS where your class had a really cool quest and KoS in your home city. Many Druids and clerics got angry over this.

Once the Tunare Earring became known eqclerics blew up with high elves complaining they couldn't get the only FT3 item due to their deity.
