...from a Ranger's point of view. I read the announcements/news but I didn't seem to say one way or the other about some issues that were in the original EQ patch notes.

1. Is panic animal in and usable at 22 by Rangers?
2. Has the hybrid exp penalty been lifted?

Xp penalty for hybrids is lifted.

Racial penalties still apply.

Any bonuses both race or class still also apply.
