Does he spawn in the same area as Stanos would? I am asking because the loc provided on alla isn't matching anywhere in Stanos' camp.

he spawn in Highpass.

Zoning in from Kith go over 2nd wooden bridge and down the ramp.. then jump into the water and swim left through the tunnel... You will come out in the smugglers hideout.. run up till you come to center clearing Dylin spawns near the spit under wooden canopy.

Make sure you know exactly where he spawns, people won't be afraid to jack him if your not literally on his spawn

Allakhazam suggested that you time the pathing of the red con smuggler. I found Dyllin up last night, so I figured out how to get to him, and waited to see where the red smuggler would path to. After waiting 3 minutes, he never moved. He stayed at the top of the ramp. So I stood near the kiln and unloaded on Dyllin. I got no adds, and was able to get the page.
