Yes.. if you can get a level 12 Chanter in Kelethin to do it! Unfortunately, I haven't found one yet. I'll keep trying though ;)

Any INT caster 12 or over, or WIS caster 14 or over can do that. ;)

Just /ooc for a bind next time you get on. Most people sympathize and are willing to come help a new player out!

Yeah been doing that... but it's all good. Between dying to guards and whisps, and bugged boats, I've spent more time running from FP to Kelethin than playing, so I'm going to head back and spend some time around EC since that where everyone seems to be :)
