Looking for Druid spell Ring of the Combines

Level 24 druid spell Ring of the Combines. This is the self only port, not the party port. The Wiki "where to obtain" section is blank. Is it on a vendor? A drop? Is it even on p99 yet?

I believe it's supposed to be with Velious but it hasn't been released yet. Maybe the next patch...
