East Commons guards on wrong faction
 

in East Commonlands, the guards by the inns con "glare" to me. They're supposed to be on Freeport Militia faction, which cons "dubious" to me. (Agnostic dark elf.)

Also, players report that guards do not give any faction hits when killed.
