Druid Track
 

On March 6th, 2001:
The tracking skill cap for Druids has been raised to 125. It was the intent for druids to be better at tracking than they were, however before the scroll bar, smaller skill numbers were often considered better. With the tracking improvements from the last patch, this increase was appropriate.

Why hasn't this been fixed on the server?

it is ,, druids track goes up to 125

When I visit trainer it shows 125, but in my skills tab it still shows 20.

Is 20 in Red?

the skill goes up but the skill window seems bugged, keeps resetting to 20

Track still functions like you have max skill though, even when red. Unlike the hybrid skill changes.
