He said this, I got the things, brought them back handed them in and then he says all the success text followed by:
"You are not yet powerful enough to complete this task. Return when you have gained more experience".

The rule in Everquest has always been - "If a quest NPC talks to you about the quest you can do it."
Please stop him talking about the quest if you don't meet the quest requirements (faction/level/etc).

Sirken has better things to do than restore the same quest items for the Nth time.

The unicorn will not respond until you are least level 46.
