Dex and proc spells
 

Anyone know for sure if dex effects proc spells like vampiric embrace? Or is it just weapon based procs..

Should all be the same.

I remember buffs having a set proc rate that wasn't effected by dex back in the day, but no idea if it's that way here. And could be remembering it wrong too.

Weapons also had set proc rates on live, too.
