Mine extracted fine, type your operating system + "101 error" into youtube and see if there's any issues with zip files doing that kind of thing elsewhere.

Try extracting it to a folder on your desktop then copy and paste the files into the folder.

An empty folder? Or a folder with the same files I'm trying to overwrite?

Excuse me? I'm genuinely trying to get some help. I can't extract the files for some reason

You can't extract files directly into your Program Files folder and subfolders. What you need to do is extract them to a temporary folder (any one will do), then copy them into the EQ directory yourself, manually. You'll get a few UAC prompts from Windows during this process, UAC is what is giving you those errors. Grant permission to the file copy and you'll be fine.
