Deadly Velium Poison blocks Regrowth
 

Crystal Caverns, spiders:

While poisoned, casting regrowth without having it on prior, gives the message "You begin to regenerate". In fact, regrowth does not show in the buff window and once the poison fades there is still no regrowth buff.
