Warden symbol of Tunare

Anyone else do this quest line? I already got the first quest done but can't get the necro in lfay to spawn... anyone know if this is broken or any way to spawn him?

Man that sucks it a classic quest too. Unlimited clicky root would have been nice.

Only the first quest was pre-Kunark. This has been discussed like 50 times.
