but i gave Earthstained to Telin Darkforest in Burning Woods ..

should i start quest again ?

Don't do both. If you petition it will take them time to check their logs which only certain staff have access to.

Been there done that. I turned in my Shaman tear to the wrong dog.
GMs will restore the item for you but it will take some time. Depending on how far into the quest your are it might be faster to restart.

AFAIK doesnt only sirken deal with epic refunds? Or is that only final turn ins

Only sirken restores items. It's at least a month for him to respond.
