Some conflicting information around. According to the wiki the Ghoulbane quest went live when The Warrens was introduced and Plane of Hate was revamped.

Amstaf's Scroll now drops in Highkeep, as part of it.

Nilbog did say however...it wasn't classic and wouldn't be seen on P99?
