Don't know for this specific item, but most clicky from these quests are 45

WRONG.

The absolute only piece of Velious quest armor that has had a min level requirement so far (and I have sets on all my chars) has been the Thurgadin Druid boots, had to be 46 before I could click them.

The only reason Wiki lists 46+ on clicks is due to the information coming from Allakhazam during that time period. No one was farming full sets of Velious armor for their lowbies during this era, so the assumption was made.

Technically it is kinda difficult to actually get a toon not only to Thurgadin, but to ally faction, without getting a least a few levels in the process, so it's more like a level 4 or 5 with a 100+ group heal :)

But yeah, this is exactly the sort of thing that would never happen in-era on live (or, in theory, Green), because Velious would have lasted less than a year before Luclin came out, and then instead of farming Velious armor for level 1s people were too busy farming Luclin gear.

You don't need ally to MQ thurgadin armor. Iirc it's only kindly.

Could probably find references to whether or not it worked in era on low level toons from pvp boards. Wasnt deleveling griefers a thing there?
