[Mage] Phantom Leather + Phantom Chain

These spells are supposed to increase AC and health regeneration. Both spells increase AC, but neither seem to increase my health regen beyond the 3hp I regen per tick while sitting anyways (At level 37).

Disregard this post if this is a known bug.
