Qeynos Badge of Honor Quests Bug
 

I was working on the Qeynos Badge of Honor Quests and got to the part in the quest where I hand Guard Helminth the Seal of Vegalys. He hands it back and asks if I am ready to complete the mission. I replied back "I am ready to complete the mission." He turns back around and looks at me but the corrupt version never spawns. I tried killing him and respawning him by handing the seal to the investigator laying on the ground but he acted the same way. Screenshot is attached.

Issue Resolved
 

Zoning out of the Qeynos Aqueducts is what was breaking the quest. If i did both hand in's without zoning out, it worked.
