You need Othmir faction (non KoS). I don’t believe there is a level requirement.

Wondering if most start out as KoS to othmir. Id imagine Rangers don't... guess ill find out.

DE cleric did not start out KoS to Othmir, if that helps. I think I'm indifferent or higher now after having done a few. They're some of the cutest lil mobs in the game, so I'm glad to be their buddy.

I’ve never heard of anyone starting off KoS to Othmir. Only the degenerate scoundrels that kill adorable otter men chilling on a beach with fun music are KoS.

Confirmed I was able to turn in the section + gold at level 25 and apprehensive faction.

Don't be in wolf form. They are much less amiable with wolves.
