Project 1999 - Writ of Di'Zok Not Dropping

The Writ of Di'Zok (https://wiki.project1999.com/Writ_of_Di%60zok and http://everquest.allakhazam.com/db/item.html?item=6885) does not appear to be dropping on p99.

I have spoken with several prominent Chardok farmers, including those that have registered dozens of Courier kills, and none have ever seen the Writ. Nor is there any record of it for sale in E.C. that I have been able to identify.

In era evidence:

First, there are multiple posts on Allakhazam prior to the Luclin drop date questing additional information for the item.

Next, there is the following quote:

This quote indicates actual knowledge of the existence of the item. It is dated October 24, 2001, well before Luclin dropped.

Finally, the itemization of the Di'zok Oracle Shillelagh at the same time, with an extremely similar proc, being considered in-era strongly suggests that the Writ of Di'Zok should be considered an equivalent item with equivalent drop principles - just on the Courier rather than The Bridge Keeper.
