A "whistle-blower", Mr. Ciaramella is not. While the laws protecting "whistleblowers" do not require first-hand knowledge, the the ICIG's "Intelligence Community Whistleblower and Source Protection Program Urgent Concern Disclosure Form" - http://web.archive.org/web/201909301...ure%20Form.pdf - was conveniently modified in August of this year - prior to Ciaramella's complaint - to allow for second-hand knowledge (i.e. hearsay) by adding the following box-

1) Why did Sondland say there was no Quid Pro Quo earlier in his statements?
2) Why didn't he NOT include that previous statement in his opening statement this morning?
